After the city cited RDN with several dangerous violations, it wasn't until the city threatened to sue that RDN actually started to fix things. There are outdated live-flame spaceheaters in the 3rd floor bedrooms, that the inspector recommended be removed. Instead, RDN bought 2 cheap space heaters (as you would find in Walmart). Those were the only way the 3rd floor was heated, and one broke after 2 months. The furnace was so old that to keep our house heated at 50 degrees, it would cost us over $300 in the worst months. RDN has been very hard to get a hold of, and they are very unfriendly when they finally (sometimes 2 weeks later) arrive to fix things. We received notice in the mail that our water would be shut off because RDN owed over $1000. They assured us that it was an ongoing battle with the water company, and the water wouldn't be shut off. This past year has simply been a huge mess.
