I believe that this is the same group as the one listed as 'Quality Real Estate' which also shows a low rating.
The address I have listed here is no longer managed by them, but here is what happened while they were managing it:
The ceiling fell in while we were living there and it took a month, multiple calls (in one of which the landlord got verbally abusive), a certified letter, and a call to the health department before they took care of it.
There was no notice given before or after they came in to do things in the apartment, only tracks or dirt left by the workers, which is against landlord-tenant law.
They allowed a drug dealer to move into an apartment in the building because they had 'business relationship' with his father and permitted illegal behavior.
The main guy at QHRS knew Russian so acted as agent to many Russians. I heard from a coworker that he had swindled her elderly Russian parents out of money during a home purchase, since they were vulnerable with the language barrier.
All in all, truly a terrible experience that compelled me to learn everything there is to know about Pennsylvania landlord-tenant laws.

Do NOT rent from this landlord!
They seem nice and that they're doing you a favor by renting to you...he actually told me that I would have trouble getting an apartment because of my credit report even though I never had and still have never had a problem.
When I moved in, my fridge smelled strongly of chemicals from the inside. after repeated phone calls, it was checked and basically the maintenance man had no idea whey it reeked. The landlord refused to replace the fridge "simply because it smelled." It made me sick to smell that when I opened it to get food out.
The radiators didn't work in the winter. I was freezing and the landlords didn't believe it could have been that cold in there because the maintence man came over and fixed them. He did come over, fiddled with them, but it was always so cold. you could put your hand on them and feel lukewarm heat.
Then it was told to me by another tenant, NOT the landlord, that a man had broken into the basement apartment twice while the woman who lived there was home at the time. I would have appreciated knowing this, so I would be aware and more cautious. After the incidents, the lock was still broken on that back door. I wrote the landlords a letter saying how I was disgusted by them not telling the rest of the tenants so we could be aware and that the lock had not been fixed. Their reply was that they had NO idea that had happened. Right.
There was a gap from the floor to the wall in the bathroom and while you sat on the toilet, you could hear the person't conversation in the apartment next to yours.
The icing on the cake was I left the apartment in pristine condition when I left. It took 4 months of badgering to get my deposit back. I kept getting the runaround that it was in the mail. after my father got involved and threatened legal action, my deposit check was miracuously found and was sent to me shortly after.

Bad idea!!! When I tried to move in here on and after the date specified on my lease, he lied to me over and over again about the place being ready for me. Each time I packed up my things and drove down to move in, the apartment was filthy--it still had the old tenant's food and appliances in the cupboards and fridge and everything!!--and when I called him, he'd accuse me of lying, then he'd lie and say his cleaning lady had cleaned it or would be coming to clean it, and I would leave, and he'd tell me it would be ready by X date. Next time, same thing. We made four or five attempts at moving in to that dump before I finally gave up and told him I didn't want the place, and the HE told ME that he was keeping my deposit and first month's rent because (he said) I'd broken the lease!!! We had to get our lawyer to write him a letter before he'd give us our money back, and it took him several months to do it. On top of the lies and deceit, and the attempted theft, I must say this man is quite nasty to deal with. (Also plainly sexist.) He screamed, swore, and called me derogatory names on several occasions. I would certainly not recommend renting from him.
