Ok...
Listen, first I will say that there are many worse people you can rent from than Paul Wang. He is actually, surprisingly available and prefers to do much of the work on the apartment himself.
But. Here is the thing. Paul is CHEAP. To the extreme. And fixing things correctly, or hiring proper contractors falls under too expensive for him. He recently "upgraded" our sewer system. He hired these Russian guys who, showing up every day in a 20 year old dented grey van with a smashed back window (as opposed to a pick up truck), have taken 1.5 months to complete the job. Their work has delayed by OSHA violations and violations from the city building inspector. Our neighbors hired real contractors and fixed their similar problem in 4 days.Throughout the construction process water was turned off and sewage was unavailable save for 1 portapotty outside(in the middle of January). Each time we contacted paul to give us a schedule of when water would be off, he rarely gave us an answer. Some days we woke up, needed to prepare for job interviews, only to find no water available to shower or shave. I felt even worse for the family who lives on the first floor. In the middle of the night in January they would have to take their little 1 year old kid to the bathroom in the portapotty. It was so cold outside he would be screaming for his life.
Then. Our building got bed bugs. Paul refuses to hire a professional cleaning crew. Instead, he insists on just spraying RAID himself (what you are recommended not to do). When he told him the problem wasn't getting better and we needed professional extermination or we would have to contact the health department, he threatened to sue us. He has also threatened to make us pay for any cleaning as has told us that we are responsible (by law we are not) and that he is doing us a favor by treating the bed bugs (by law he is required to treat them).
Long story short. Don't rent from Paul Wang. Just don't. If your apartment never has a major issue during your lease he would probably be a decent landlord. But if anything comes up he will make your life a nightmare.

NEVER RENT!!!! Paul Wang is horrible!!!! He hires the most inexperienced workers that take forever to complete anything and are so rude. They block the driveway without warning and are assholes if you need to get the car out. This has been going on for over a month and who knows when it will be over. The water is turned off without warning and porter pottys were brought in for residents to use. The next door neighbors are currently suing him due to damage done to their own sewer line and property from his incompetent workers. Numerous 311 complaints have been made to the Bureau of Building Inspection against him. NEVER RENT from this SLUMLORD!!!!!

Paul rents the apartments with his wife, Jane (who you will be making your rent and utility checks out to every month). They're decently easy to deal with, but do expect to freeze your butt off over the winter. You also pay ALL utilities with the exception of electric (which is Duequesne Light, which you pay on your own) to Paul/Jane, and you can't even control the heat temperature, which you are forced to pay for. The utility bill isn't usually too high (he just sends you a figure by email, if you don't trust him, you can request scans of the bills, which he will give you), but they can get a bit high in the winter.
I've never really needed anything fixed, so I never had to deal with him for that.
But do be warned: He is kind of a cheapskate, but at the same time, can take up to 15+ days to cash your rent/utility check, so do watch your bank. And he also is INSANE about the toilet - he came and put signs above the toilets about not throwing tampons in the toilet, because that was supposedly the sole reason there was problems with the pipes/toilets, but the pipes seem to be pretty damn old.
And you're likely to get your security deposit back, but he will most likely charge you anywhere from $10-$30 (he took $10 each from my last apartment, 3 total living there) for "light cleaning," even though we left the apartment in a cleaner state than it was given to us.
He also doesn't require a co-signer, which I know can be a plus for some people.
And even though he's Chinese, he knows enough English to make sense.
Overall, its not -horrible- to live with Paul, but I don't plan to next year.
