Wow. Where to start? Giving this man a rating of '1' is far too high. Frank is by far the most unprofessional, rude, and apathetic landlord I've ever had the misfortune of dealing with. The man is downright criminal. After being one day late for paying rate, he BROKE INTO MY HOUSE, threatening me and saying that he was going to break my things if I didn't pay him. He left several threatening voice mails on my phone over my time as a tenant, and was completely intolerable as a landlord and a human being. In addition, he refused to give me my security deposit back, despite the fact that there was no discernible damage to any part of the apartment, and I thoroughly cleared out and cleaned everything, to include renting a steam cleaner for the carpets. When trying to contact him about this, he would not answer his phone for over a week. When I was finally able to contact him, he proceeded to yell at me over the phone, screaming at the top of his lungs, saying that there was no way I would get my money back. I'd like to emphasize that he began yelling at me as soon as I stated my name and why I was calling. Very professional, indeed. On top of that, he ended the call by shouting, "Go fuck yourself, you can go to hell." In addition, when I shared what happened with my mother, she took it upon herself to call him and ask for an explanation, and he responded in the same manner. He shouted at, swore at, and completely disrespected my mother. This kind of behavior is completely intolerable and downright criminal. The only reason Frank won't give my deposit back is because he knows full well, after a long career of screwing over ignorant student tenants, that it will end up costing more to take him to court than to just suck it up and accept the losses. Also, Frank, if you read this, you are completely pathetic. Coming on to this website and rating yourself with straight 5.0's? Making comments such as "To say they were unlivable is an understatement. It was a disgrace and took more money to fix than he ever collected in rent." Now how on earth would anyone aside from Frank himself know this? I suppose it's difficult to accept the truth that you make your living by pushing around young college students and relying on their ignorance of the law and their own rights. I know I would have trouble sleeping at night if I was a loathsome excuse for a human being like yourself. Absolutely avoid this man at all costs, or I promise that you will regret it. I am currently looking into taking legal action towards him, and have informed the University's Off Campus Housing Department of his antics, including sharing the threatening voice mails. Hopefully they make sure no poor student ever rents from this man in the future.

STAY AWAY!!!!!!!! BEWARE OF THIS SLUMLORD. In all honesty, the worste land lord ever. Why you might ask?:
Our toilet was leaking through to our kitchen for almost a month before Frank Rosato decided to do anything about it. Our heat was out for 3 days in the middle of February. We called him every day about it, and it took him 3 days. The entire basement was flooded out because of rusty pipes. There was at least 2 feet of water. The fire department had to come and shut the water off so the flood would stop. Fire hazards all over the place. No working fire detectors. I lived in 3606 Bates St for 2 years, and the dish washer was broken the entire time. We called him about it, and he explained it wasnt his responsibility to fix appliances. Ummm what? And for some reason there is a European electric socket in the house. I thought this was America, not Europe. The list can continue for a mile. Oh yeah, I'm actually in the process of suing him, because our lease was up at the end of August, but the new lease for my new place started at the beginning of August. So I moved into my new place at the beggining of August, but I still had some stuff in the old place. So frank decided to change the locks on us, even though we still had another full month of rental. I wasnt even moved out of the place yet. I had to call the police on him to open the house up to get my stuff.

i rented one of franks properties for a year, and that was 11 months 29 days too long. there were constantly problems that Frank would claim were not his responsibility. Correct me if I am wrong, but I believe if you own the house, the house is your responsibility... but Im no lawyer, so what do I know?

Frank is an impossible person to deal with. he barely spoke ENGLISH. the sink was broken in the upstairs bathroom for 6 months and was never fixed. the heater never worked properly. we had to fix it ourselves. good luck to anyone who has to deal with this guy he is a real piece of work

I am a friend of someone who lived at this address and a visitor almost every day for a year, as I lived two blocks away. I have seen first-hand the dangerous irresponsibility Frank Rasato displayed while renting this place to my friends. An unsafe basement with failing stairs and rusty, leaking pipes should have been closed off to tenents who were not smart enough to stay upstairs. Leaking bathrooms and unsafe electrical outlets were also complaints. While calling this landlord numerous times he did nothing to alleviate these conditions that are, as landlord, his responsibility. Do not rent or deal in any way with Frank Rasato.

i was the long term boyfriend of one of the previous female tenants of this house, i am also friends with the current renters; as a result, i spent quite a bit of time in the house over approximately three years.
NOT ONCE during that time was Frank Rasato's name mentioned in a positive way. EVERY time he was brought up it was because of some battle he was waging with the college age tenants over things they required to live in his "house." The most basic anemities, which were most obviously the responsibilities of the landlord to whom they paid rent, were always an issue.
the fixing of major appliances, heating, upkeep of the structure like broken stairs, all of these things were treated as peripheral and unimportant. and those that dealt directly with frank often spoke of his unpleasant and downright threatening air which was a mainstay of his behavior.
not only should students and pittsburghers not live in any of Frank Rasato's places, but he should also be criminally investigated.

Have lived in Frank's house for the past 2 years, and plan to remain there until I graduate. Probably the nicest house I've seen in Oakland. Toilet overflowed because of a roomate, he was there the following morning to fix the problem and repair the roof that was caused to fall by the amount of water that overflowed. Have also noticed all other rankings to be negative, coming from the same house-3606 bates st. Have seen the tremendous amount of damage and ruination of a once beautiful house cause by the previous tenants the passed 2 years. 6 windows, both doors all broken. Carpet ruined. Also know police have been to house and inspected damage, and know those attending court with Frank to face these tenants who destroyed this house. Best friends lived next door, and even their own landlord complained about these tenants in Frank's house. Have since seen the house since Frank has completely redone it-beautiful. Would live there myself if I didn't already live in a great house. Recommend him anyday of the week.

I'm reading the comments about Frank and the first thing I notice is that all the comments are from the same address. Frank owns many properties in Oakland and I have to wonder that if he's as bad as the tenants at 3606 Bates say he is, then why have no other tenants left derogatory comments? I also have to ask: 1) Why was the toilet leaking to begin with? You'd be surprised what gets flushed down a toilet when you're not paying for the damages. 2) Why was the dishwasher not working? Most leases state that damage done to an appliance by the tenant is the tenant's responsibility 3) What was wrong with the smoke detectors. Often times they're great places to find a much needed battery in a pinch. 4) Did you inform Frank that you were moving 30 days early? It's the responsibility of the landlord to make sure empty apartments and houses are secure. Maybe he thought you skipped out on the last month's rent...which happens all the time. It's not the responsibility of the landlord to fix constant damage from irresponsible tenants that think landlords are there to fix all the damages after a drunken party or for just being an irresponsible tenant. I've had the "pleasure" of visiting some of the properties that Frank owns after some slum-tenants moved out. To say they were unlivable is an understatement. It was a disgrace and took more money to fix than he ever collected in rent. It sounds to me like the tenants at 3606 Bates are trying to defame a landlord that has successfully rented numerous houses in Oakland for many years without any complaints until now.
