The utilities are included in the rent which would seem a good thing except she is always having money trouble and the utilities are periodically shutoff. There are no way for the tenants to pay for their own utilities because nothing is up to code and there are no separate lines for the individual apartments. Besides that there is no maintenance done on the property and even though she lives close by you have to find her first to report problems. If you do rent from her, put everything and I mean everything in writing. She can't be trusted. There's much more negative stuff I could say about this landlord but I will end with the security deposit. You can kiss it goodbye. She'll never even attempt to refund it. If you try to take her to court for anything, you'll lose. She is personal friends with the current magistrate in Oakland, Gene Riccardi and no matter how wrong she maybe he'll never vote against her. Your best bet is stay clear of her.
