This place was excellent but the neighborhood is dangerous. I wish I could rent from CP Development in a nicer area for the same price.

I wish I would have done my research before renting from CP Development/Regent Square Rentals. I'll cover the most important part first - the critters. Anything that could possibly have made its way into the apartment, DID. Bugs, ants, spiders, mice, cockroaches, raccoons (yes,racoons had worked their way into the foundation), and rats. That sounds excessive, but it is no exaggeration. Moreover, CP will do nothing about vermin in the apartment - it is YOUR responsibility to deal with rodents. I can also attest to other reviewers who were promised amenities that never materialized. I even made sure to get this IN WRITING before signing the lease. Halfway through the tenancy, promises remain unfulfilled, despite constant requests. Apartment was NOT clean upon move in, but I understand that they expect spic and span when you leave. Sounds like nobody gets their deposit back from them either. Most of the problems with the apartment aren't things that you would notice during a viewing. But as I moved in, the decades of shortcuts and shoddy maintenance came to the surface. Cabinets that are barely together; drawers that don't work; holes throughout the pantry and sink base (gee, wonder where those mice are coming from); rickety steps to the basement laundry (no way these are up to code); light switches painted over; faulty windows; cheaply finished floor that flakes off on contact; lack of adequate storage, despite many closets (too shallow for hangers!) - the list goes on. I have nothing good to say about this rental experience except that I will be moving out of this dump as soon as possible. Avoid CP Development/Regent Square Rentals. Shady folks that just sit back and collect the rent. Sure, that's why you get into this business - to make money. But any decent landlord reinvests into the maintenance and improvement of their properties rather than letting them crumble apart.

House was a mess when I arrived and they agreed to have it cleaned and painted before move in. They had over a month to do the things promised. Bathroom had black mold on the ceiling and walls. They have strange policies in lease about being out a couple of days before the end of the month when ending lease. They never mentioned when I signed lease nor when I gave notice that I wouldn't be renewing lease. They allowed new people to start moving in while I was in process of moving out and prorated "additional days" when I was already paid through end of the month. It was a fiasco.

My experience with CP Development has been about par for the course. Actually, reading the review from "201 Center St." was so much like my experience, it was almost as if I'd written it myself.
When I first viewed this apartment, it was in the process of being renovated. I was promised all sorts of things - brand new kitchen appliances, new locks, the door to my balcony would be replaced and there'd be a screen put in, etc. I was also promised an opportunity to do a walk-through of my new place prior to moving in.
Boy was I shafted and blindsided all at the same time. A few weeks before I was to move in, I called and asked if I could schedule an appointment to do my walk-through. They had no idea what the heck I was talking about. I explained myself, and then was told that I couldn't do a walk-through because, "we don't do that." That's funny, seeing as how I was promised that I could by one of their trusty realtors. That should have been my red flag.
Move in day, I have my movers and my things all packed and ready to move in. I go to pick up my keys and am told that I can't have them. Schwat?! They give me the run around for a bit about how I'm trying to move my stuff in a day early (it was the weekend, and I have a job. How was I to attempt to move on a Monday?) Finally, I get them to agree to give me my keys, except they kept springing stuff on me: "we need a copy of your electric bill, can't give 'em to you without it." Uh, okay. Give them the electric bill. "We need your first month's rent, in full, can't give you your keys without it." Give them my rent. Finally, I get my keys (luckily my movers were nice and patient and didn't charge me extra), and I'm ready to move in my stuff.
My apartment is not anywhere near being complete. My bathroom is completely ripped apart, I can't use my tub because there's a wall in it, my kitchen's a mess and my brand new appliances are nowhere to be seen, one of my windows doesn't even have glass, instead there's a wooden board, my balcony has glass all over the place, there's dust everywhere. I go down and bitch. They tell me it'll be done "by the time your lease starts". Right, all of this is going to be done by Monday. Sure.
Needless to say, my apartment was never finished. Their crappy contractors finished my bathroom hastily, but left a giant hole in the wall. The glass was cleaned off of my balcony, but my door is still a piece of crap and that window with the wood board? Still has a wood board.
I've been calling maintenance for months because, not only is my apartment still under construction, but there is now a leak coming from my bathroom ceiling. They tell you, "that'll be 3 weeks" every time. Boy that "3 weeks" has been lasting an awful long time.
Now let's get into actually living in this building. I can hear, crystal clear, everything my upstairs neighbors are doing. Everything. Originally, I attributed it to them being noisy, but one day, I heard them having a regular conversation and knew that the ceilings/floors/walls are ultra thin. The heating is a joke. This apartment isn't remotely insulated, so the heat does absolutely nothing. I wake up in the morning, freezing. I sit and watch television, freezing. It's especially interesting that my windows rattle when there's a gust of wind, considering that I can't open them.
I'm afraid to do my laundry in the disgusting excuse for a basement with its poor lighting and its bug infestation. You haven't seen vile until you're loading your laundry and a roach is crawling on the wall in front of you. But, they won't exterminate.
The front door of this building has been broken for months. There's a sign (handwritten, of course) that tells the tenants to be sure to pull the door completely shut because it doesn't lock. As a tenant, I'm paying you to fix problems like these, not tell me to make sure a common door is closed. People are in and out all the time.
Smoke detectors in common areas are not maintained, and beep incessantly for need of battery changing. It's good to know that, should there be a building-wide fire, I won't know until there's enough smoke to set off the alarm in my apartment.
Finally, and this is the best part of renting with these slumlords; should you decide to sign, be prepared to let them know 6 months in advance whether you intend to renew or move. This isn't mentioned in their leasing agreement one time. But while we're on the subject of their lease, it absolves them of any and all responsibility and leaves everything up to the tenant. Maintenance in a shoddy state? Your fault. There's a delay in some necessary service (like removing ice from the steps and walkway)? Not their problem. You don't have screens for your windows? Go buy some. And if you die while renting from them, then your family needs to finish paying your rent.
If I had it to do over, I'd have gotten every single thing that I was promised, in writing, and when they key issue occurred, I would have canceled my leasing agreement. Avoid this company like the plague if you can help it. Sure, their pricing is reasonable, but it's that cheap for a reason.

These asshole are slumlords to the extream, RENTERS BEWARE!!! They will lie, cheat, and screw you over any way they can, Charlie Patterson is a low life bag of shit, and his brother Peter is a lawyer,( so like a bigger bag of shit), and they will contort the law to their needs to keep your deposit, rent you a shithole, and evict you if you complain, or take any type of legal action. STAY AWAY FROM CP DEVELOPMENT!!!

the apartment was not finished when I moved in. If you call to get maintenance to fix something it takes about 3 weeks and about 3 phone calls to get them to come out. They do not notify you when they show the apartment, and they knock for about 2 seconds before they let themselves in. They will wake you up and open your bedroom door if you are sleeping when they come in to do surprise maintenance. I feel like I have no privacy and someone could come in at any moment.
The apartment is EXTREMELY drafty; the doors and windows are not sealed properly. there is poor water pressure and little hot water for showers. I never received a key for my back door even though I asked for one. I can hear when my neighbor clears his throat-there is no sound buffer. When I moved in the cabinets were filthy and some of them were so sunken in they were unusable. They left materials in my closet and didn't take them out until I asked 2 times.
When I was signing the lease they treated me like I knew nothing or was stupid for stipulating some appropriate changes to the wording, for example the lease says no pets even though I am allowed to have a cat, so I asked them to change that to allow cats, and they acted like it was a huge hassle. All I wanted was an accurate legally binding contract.
I think the worst thing about them is that if you are late ONE DAY, ONE TIME with your rent you are EVICTED. No questions asked. Also, when you sign their application it is a legally binding lease contract, which is stupid when the apartment still needs renovations.
DO NOT RENT FROM THESE SLUMLORDS. They are rude, inconsiderate of your privacy, and do not maintain their properties properly.

- Tenants fighting in halls, or running out in the middle of the night.
-Roach problem when spraying ceased. LL did not send pest guy in who said my apt was clean and it was INFESTED in lower units. Had to call the health department to get sprayed.
-trains run in the middle of the night shaking your unit(runs between 1-4am). They also make your unit very dirty with black dust from the coal they carry.
- Downstairs neighbor had rocks thrown through her window multiple times by ghetto kids walking home.
- all cooking and smoking smells travel into units no matter what. Very strongly too when someone is burning onions DAILY
-sink was never fixed , ceiling from water damage was never fixed
-tenants throw trash all over around the cans in back
-was told I would be billed for that trash even though I had nothing to do with it. Everyone was getting billed.
- Pipes clogged all the time
- my TV would overheat and shut off. A lot of my electronic stuff was having problems there. Unsafe wiring I think.
- If the building is full I hope you like cold showers because thats all you will get.
SERIOUSLY THE WORST APT I HAD IN MY LIFE. THE LL PLAYS THE NICE GUY AND BUTTERS YOU UP. BUTWHO CARES IF YOU HAVE ROACHES AND NEVER SLEEP FROM TRAINS OR LOUD TENANTS WHO PARTY TILL PAST 2AM. THE ONLY TIME IT WAS QUIET WAS WHEN IT WAS BASICALLY AN EMPTY BUILDING FROM THE LOSERS RUNNING OUT IN THE MIDDLE OF THE NIGHT OR GETTING EVICTED. TOTAL HOLE IN THE WALL. I posted before that I liked the locations but I never had so many problems in my life. Not to mention they want 500$ for a studio! Overpriced,roach history,train thunder and trashy tenants...
And then I get a trash removal bill at the end of my lease when there wasn't any trash or anything at all in my unit that I cleaned.No response to the bill either by phone or writing. After 30 days in PA they cant collect anything from you. But CP development will try. Talk to some Regent Square business owners. That family has a rep for ripping people off. I wish I knew that before I moved in.

- Small park by a church across the street with benches
- Fantastic Giant Eagle GetGo, Rite Aid, Mcdonalds,Shop n'Save within walking distance
- Street itself is quiet
- Houses next door also quiet/Friendly neighbors (no loud yard parties)
- By the busway, a few blocks from braddock and Frick park (main street)
Summary:
- Some Bad/Young/Loud tenants in this place (but I dont like to complaining)
- Good For Student Living/Budget Living
- Friendly landlord
- I would stay if there was better sound insulation and maintence
- I also suggest catching the bus on braddock for safety issues - busway has some shady people hanging out.
Muggings happen on it.
