Chuck always answered his phone and always came by when he said he would. The apartment was very clean. He did have some creative solutions to problems, like nailing plywood to the ceiling where water was leaking, then painting over it, but we never really had any problems with it. We got our security deposit returned as agreed upon in the lease. We had some issues with summer subletters, but Chuck was really understanding and did not penalize the original lease-holders because of this.

We moved into the house and soon found out that it flooded every time it rained. Not only did water come up through the ground floor, it also came down through the ceiling of one room right where the light fixture was. Chuck's "solutions" to the problems included painting the walls with waterproof paint (which didn't work), building up the pavement outside of the front door (which didn't work), and adding a roof to the porch (which he'd said he was going to do before we moved in, but was not done until months after we moved out, and probably still didn't work). I gave Chuck a rating of 3 for "availability" here because he was around a lot since he was remodeling another house up the street. He was also certainly "available" to come into the house without any warning, outside of the stated hours in the lease, and move our furniture -- I came home to find a roommate's bed in the kitchen, the kitchen chairs on our living room couch, and other miscellaneous small furniture on my bed. Chuck claimed he'd been clearing the floors for the carpet cleaners... who never came. (He also left the front door unlocked after this intrusion.) Property issues aside, Chuck was just flat-out rude to the female tenants in the house. This man is not only a slumlord, but also a complete creep.
