cannot say strongly enough: STAY AWAY FROM THIS MAN! other reviewers are kind, suggest they are "in over their heads." not so. they are deceitful, tricky, and cheap. when we first moved in, i realized the wiring was dangerously old and not up to code. threatened to report him to health dept, and he said he would raise my rent. when i explained that he did not have the right to do so, he finally fixed it--though it took 5 months of badgering. now that there are major water/sewer issues, he is yelling at me that it cost him $2000 to fix the wiring. "nobody else ever complained." guess i'm the first one who realized how easily the whole place could go up in smoke. i reported him to health department for failure to fix leaks (toilet backs up, raw sewage dripping thru living room ceiling--his response: "i will try to get there today")and--surprise!-place is declared "unfit for human habitation." his response? pretend to "fix" the water heater, and then turn it off "for safety reasons." just plain evil. now he's trying to sue me AND evict me. i have a child, for god's sake. this man is an unscrupulous bastard. and did i mention that it's nearly impossible to understand him half the time??

Slumlord, stay far far away. This house has unsafe electric, bad plumbing, roof leaks, no insulation, mice in winter, frozen pipes, stairway to basement collapsing, stairway to 2nd floor broken, mold in bathroom... Bin guo (David) is a jerk, he seems nice at first and is always smiling, but he doesn't care at all. It's funny he speaks good English when it comes to contracts, but as soon as you try to talk to him about problems with the house, he suddenly cannot comprehend complicated english phrases such as "roof is leaking". If he "fixes' things he does it with duct tape and coathangers. He never hires a professional...duct tape the sink leak, glue plexiglass over a broken window, etc. One time he "fixed" our toilet... I came home from work to see him using our kitchen utensils and cups as tools! If I had not been home early I'm sure he would have put the feces covered items back in our dish rack. I had to throw out about $25 of stuff. My neighbor in the other side of the duplex had the toilet break with raw seweage coming through the below living room ceiling. It needed a plumber and he wouldn't fix it! She had to call the allegheny county health board to threaten him to get it fixed. she had If you are silly enough to rent anyway, watch the lease... it automatically renews and he never tells you. I actually noticed it and asked if I could be month to month, he said yes. Unfortunately, i did not get it in writing. When I tried to give him my 60 day notice that we discussed, he suddenly didn't speak english again and would not let me out of the renewed lease. Bad news, and don't bother cleaning you will never see your security deposit.

David is a very nice man and always available to answer maintenance calls. However, this apartment was horrible. There was no insulation in the basement so the heat leaked out. The windows were old and did not shut all the way. The pipes froze four times last winter and his idea of insulation was to wrap foam and electrical tape around a two-foot section of the pipe. The front of the building has a small garden area that was in shambles -- the wall was broken down and the "dirt" inside was full of rocks. It had weeds the size of trees growing in it. The backyard has never been cared for. The carpet is the cheapest carpet ever made and isn't even firmly affixed to the floor.

Tried to sell the house right underneath us while we were renting it from him! Did not bother to notify us; had to find out by accidentally stumbling across the listing on a Howard Hanna site! This meant that random people had been shown through the apartment without us knowing it. Also, someone had come in and taken pictures of the apartment and posted them on the website without notifying us. These pictures included the TV, computers, and furniture we had -- since the layout and address were right on the site, it was asking for a break-in! Absolutely ridiculous.

Perhaps he has gotten in over his head. He & his wife own a lot of property. It is all poorly maintained and I would bet that most of it is for sale now too. The building was old, windows were single paned and had no screens. The gutters were cracked and collapsing. His idea of fixing our leaking sink pipe was duct tape. The bathroom sink hadn't been replaces since, well 1950. It was rusty and someone painted over it with white paint. He also is very hard to understand and communication is difficult unless you are blessed with extraordinary patience. Also, be sure to read the lease with a fine tooth comb. There is an automatic renewal clause but don't expect them to remind you.
