Landlord does not regularly maintain Section 8 properties, because he only comes out to check on them a couple times per year. All other townhouses in the area have been refurbished with new interiors, new appliances, new roofs, new windows, new driveways, new landscaping, new doors, new carpeting, central air conditioning, and central heat. The homes this landlord owns come with no appliances, no air conditioning, baseboard heat, old windows that let cold/hot air in, roofs that need repair, and no landscaping; they are in stark contrast to the nice looking properties around them. Properties are regularly covered in trash, lawns are not mowed (where the lawn grows- the rest is a dirt yard), and some tenants are attracting/contributing to drug dealing. Tenants claim to have to do their own repairs, saying that taking the landlord to court is fruitless. Rent is high (tenants pay more in rent for these properties than people in the refurbished homes pay to own their homes!) but property taxes have not been paid on these properties in at least 3 years. Definitely a slum lord.
