(One friend told me about this website recently)
The tenat name is Jennifer Irving. She did not pay rent, and the most unbelieable, she was trying to use the health department to support her free-living. Unfortunately, I could not afford to let someone free living, and in the same time, to do the damages to the house.
Two facts: 1.if she pays the rent, I have no right to evict her; 2. I got permission from the health dept to fix problems after she moves out. Now the house passed the inspection from the health dept. Attched is the mail I sent to the health dept.
Dear Mr. ** & MS. **,
Could I ask to finish the repair work after the tenant moving out?
I told the tenant (and put in writing) that she can move out any time. But she did not want to move out.
She said she had 2 problems needed to fix right away, one is the hot water problem, and another is the kitchen sink. I got a master plumber did the estimation today, he said he could finish that in less than a day. I said if she pay me the rent ( at least the rent for may), I would ask the plumber to fix these 2 problems as soon as possible. But she refused. She said she had an escort account, but it does not mean anything to me. She did not show me how much she put into the account, and I checked with the bank, she could withdraw anytime.
Thus, it is very obvious to me that she does not want to move out, and she does not want to pay the rent. She just uses the health department to support her free living. But I have my mortgage to pay, I have the insurance and the property tax to pay. I even have to pay her water bill if she does not pay the rent. How could I survive?
She started to have serious rent problems at February, 2009. She only paid me $400 in February. Recently, she blocked my toilet in the bathroom, and used that to call the health department. If she stays, I believe she will do more damages to my house to let me fail the inspection.
If you still want me to fix the problems before she moves out, please force her to pay the rent (at least for May). I believe that is a very reasonable request to prevent someone to use the health department for free living.

i just read bin guo's response in which he tries to "out" me as a bad tenant who was trying to "use the health department for free living." wow. it's been two years, and i'm still disgusted with this poor excuse for a landlord. both the electrician who worked on the apartment and the health department inspector who came to the dwelling informed me that his other properties are just as bad as the one i was in, and that there had been numerous complaints about him. for your own sake, check the facts.
for what it's worth, this case went to arbitration, and bin guo received EVERY CENT that the arbitrators decided was owed to him, although that amount turned out to be substantially less than he claimed, because he clearly failed to provide what he was contractually obligated to provide. turning off my hot water for the last month i lived there was unconscionable. but don't just take my word for it; read the other comments, from other tenants. the properties are unsafe, and his "repair" efforts are woefully inadequate. DO NOT RENT FROM BIN GUO. you will regret it if you do.

When Jennifer Irving wanted to take my apartment, I checked her income, and that was obviously not enough, so I refused. She begged me to let her living there. She said she got divioced, she had no place to go. When I asked her how could she pay the rent, she said her ex-husband would pay, her brother would pay, etc. and she said she was well educated, so well educated, got her college degree, she would pay her rent on time.
Just several months later, she could not pay me the rent, but she said she would pay me next month. I belived her. The next month, she paid me some, and she said she would pay me more next month. The next month, when I called her and asked her about the rent, she had no money to pay me. The next day she called me and told me that her toilet was blocked, I fixed that for her the same day she called me. She called the health department after I fixed her problem.
Obviously that will be a case to use the health department to living free. After the health department inspection, there were too many problems now. The kitchen did not work(it was working before the health department inspection). I sent a mail to the inspector and her supervisor talking about the case, I said I had to prevent someone to use the health department to living free, the inspector agreed.
She wanted me to fix the hotwater problem, I only ask her to pay some of the current month rent, but she refused. I suspect she made the kitchen not working. Even that, I still asked I would fix that if she could pay some rent, she refused (I even got someone did the estimation).
She did not want to pay the rent, she did not want to move out.
SO the situation is VERY clear to me. She wanted to have a free living. I could NOT spent money to fix the problem, and do not get the rent, and in the same time, the house would get further damages. I COULD NOT DO THAT. SHE HAS TO BE OUT. That was why I sent her to the court.
She complained to her neighbor, 816 Lilac Street, her neighbor did not know she DID NOT pay rent. That is why her neighbor wrote something on this website. Later on he said he could not delete from the site and said sorry to me.
During these 2 years, 816 and 818 Lilac were rented out without any problem(no vacancy at all). And my other properties were rented out as well. If there was any problem, why the tenants there did not move out?!
