CP Development's outlandish "moving checklist"

I currently rent from CP Development, and not only are they requiring 6 months' notice for whether you plan to move out or renew (which isn't mentioned one time in their lease), they send you an outlandish "checklist" with a break down of things the tenant is supposed to do upon moving out (the lease merely mentions a broom clean). NONE of these items were done when I moved in, by the way.

So, here we have it - CP Development's idea of a "broom clean":

Kitchen sink cleaned $15
Oven cleaned (inside) $25
Oven cleaned (outside) $15
Range hood & light cleaned $15
Dishwasher cleaned (inside & out) $15
Refrigerator defrosted & cleaned $25
Kitchen & bathroom floors cleaned $20/floor
Bathroom shower walls mold-free & shiny $35
Bathroom scrubbed clean $15
Vanity and sink cleaned $20
Toilet cleaned (inside & out) $15
Carpet professionally cleaned $0.25/sq. ft
Hardwood floors mopped $20/room/hall
Blinds dusted $5/blind
Baseboards cleaned $5/room
Garbage removed $10/bag
Removal of bulk items $100/item
Removal of couch/sofa $150/item
Walls cleaned (where needed) $25
Doors wiped down $10/door
Extermination for fleas/roaches, etc. $contract rate
Replace smoke detector batteries $5/battery
Patch & touch-up nail holes $4/hole
Replace light bulbs $5/bulb
Keys not returned/locks changed $75/lock


While some of these are reasonable, the cost of each is outlandish and some are absolutely ridiculous. Since when is it the tenant's duty to hire an exterminator and do their own maintenance?

I've noticed that, in the craigslist apartment listings, there are no longer ads by CP Development - instead, they now go by the name Regent Square Rentals.

Their ads are easy to spot - they include a pleasant discriptor, the building address, and the unit number.

Don't be fooled, Regent Square Rentals is still, very much, CP Development.

They are completely unorganized and will lie to you in a second with no remorse. When I went in to see the property we'd discussed I'd see at 11 am they told me when I came in for my appointment that they had already given it to somebody else at 8 o'clock that morning. They were'nt sure if another property in area was available or not, the 1st place we went to see someone lived there and wsnt moving. The next property was empty but hadn't been cleaned out. After I was promised it would be cleaned by move in I agreed to do application and sign lease. Literally within the first hour of being moved in my water was turned off,believing there was a mistake since water was not my responsibilty as it clearly stated in lease I called them. I was advised they'd take care of it. They then had the front desk girl call me back 3 hours later and explain they had given me the wrong lease and I needed to pay for water on top of my rent & turn it back on myself. I told her that wasn't what I agreed to, & was told that the manager Richard was not available eventhough I could literally hear him in the backround telling her what to say. After several days I finally got to speak to both Richard and the other manger (name started with a J) & was told every lie they could come up with to covince me I had no chose but to turn it on myself because they refused to. I got completely fed up and hired a lawyer to send them a letter. They turned it back on the day they received the letter. Even when they came to turn water on at 3pm CP forgot to have someone there so they had to pay a fee & have them come back at 7pm that night (my 16th day without water). By this point I felt trapped in a lease with an buch of unproffessional liars and scam artists; who by the way routinely sent maintenance to my house for small repairs while I was at work without calling eventhough lease said they had to, they moved my furniture, didn't clean up after repairs, in one instance I came home from work & my thermostat was literally turned all the way up for god knows how long I couldn't breath when I walked in. In an unfortunate act of fate I was laid off at work & explained to them I was doing everything I could to find another job as my August rent was paid and at that point I was up to date. By September they filed to evict me and kept telling me it was routine and I would be on a "pay to stay" arrangement and as long as I was making the payments I agreed to with Janet the accounts payable lady everything was fine. I made payment as agreed upon until I received a notice of possesion from magestrate office. No one would explain to me what was going on. Richard kept saying I could only talk to Janet, Janet kept saying she had to talk to her manager (Richard), the other mangaer said he'd call me back & never did. After a week & a half of this game Richard answered phone when I called and said Janet must not have gotten an answer from her manager yet.When I said I was supposed to make a payment that day he put me on hold & magically she was available. She said they wouldn't put our arrangement and payment schedule in writting, ( eventhough she claimed 2 seperate times she would), told me a bunch of crap about an "honor system" that I could hear Richard in the backround telling her and I needed to keep paying and trust them. When I got home that night there was a notice for a sherriff to remove me from property if I wasn't out in ten days.
